Position Summary
BCIT’s Campus Planning and Facilities department is seeking a regular, full time (1.0 FTE) Manager, Facilities Services (Electrical Trades).This position participates as a member of the Campus Planning & Facilities management team and leads the maintenance and operations function in a manner consistent with industry best practices, ensuring a safe and reliable environment. Manages the electrical and general trades functions, including carpentry, electrical, electronics, emergency power plants, fire life safety systems operations and maintenance. Leads the development and continuous improvement of maintenance programs; applies planning/scheduling techniques and risk-mitigation strategies to ensure effective delivery of preventive, predictive and responsive maintenance.
Duties & Responsibilities
KEY ACCOUNTABILITIES:

  • Participates as a member of the Campus Planning & Facilities (CPF) management team, and contributes as a senior member of the Facilities Services team, assisting in development of strategies, plans and policies that drive focus and prioritization for achievement of CPF goals.
  • Leads the electrical and general trades team and ensures that facilities are functioning safely, efficiently, and in compliance with applicable laws and codes. Establishes good work control practices, ensuring that maintenance priorities and customer needs are optimized.
  • Manages the operations and maintenance of electrical, electronics, fire life safety systems, ensuring all applicable codes, regulations and practices are adhered to, including municipal, provincial and national building codes, Nation Fire Protection Association, BC Safety Authority, and WorkSafe BC.
  • Develops programs and processes for efficient operation of services, including using facilities management information technology tools to improve business processes. Develops and implements standards, processes, procedures, tools and metrics.
  • Develops maintenance project planning and ranking database and project scope delivery for all BCIT sites. Manages maintenance upgrade and renovation projects.
  • Develops and maintains operational contingency plans for all BCIT sites. Works towards the for full implementation of a computerized maintenance management system for all facility assets.
  • Partners with the Energy and Mechanical Managers to establish management practices within the maintenance environment.
  • Develops and maintains annual operational budget for Electrical and General Trades. Pursues cost effective and sustainable practices where possible, conserving resources while ensuring the longevity and reliability of the facility. Assists with compiling and prioritizing routine capital projects.
  • Reviews all new projects from operational lens and provides technical expertise and recommendations to Capital Delivery Teams to ensure best favourable outcomes are achieved.
  • Collaborates with Safety, Security and Emergency Management team on areas of common interest. Works with the department to develop best practices from relevant sectors that assists with setting a standard of excellence in safety practices.
  • Ensures BCIT Facilities Services Apprentices are given a broad exposure to systems, operations and safety.
  • Assumes the role and responsibilities of other managers of Facilities Services as required, including sharing on-call and after-hours responsibilities.
  • Participates in professional organizations and associations, maintains appropriate professional designations and remains current in best practices and trends for mechanical trades.
  • Manages reporting staff, including selection, coaching, mentoring, development, performance management and all other people-management practices. Collaborates with Director on performance-related matters.
Qualifications
QUALIFICATIONS & REQUIREMENTS:

  • Bachelor’s degree in electrical engineering, Electrical Technologist diploma or electrical certification of qualification (Red Seal).
  • Five years of current managerial experience in a facilities management or manufacturing environment, preferably in a unionized setting.
  • Professional Engineer (P.Eng.) designation is an asset.
  • Field Safety Representative certification is an asset.
  • A combination of education and experience may be considered.
  • Advanced knowledge in facilities management, preventative maintenance, project management and building trades, including industry standards and procedures.
  • Solid financial literacy skills with evidence in budget planning and forecasting, setting financial objectives and monitoring cashflow.
  • Advanced leadership skills and ability to promote collaboration and teamwork through motivating, coaching and applying innovative and effective people skills to maximize team performance.
  • Solid communication, interpersonal and conflict-resolution skills and ability to create systems and processes that maximize customer service.
  • Advanced ability to work efficiently and maintain effective working relationships with a service-oriented attitude displaying courtesy, tact and diplomacy under stressful situations.
  • Advanced organizational and planning skills including the demonstrated ability to effectively manage time, responsibilities, and multiple priorities and schedules.
  • Solid analytical skills with ability to apply sound judgment in interpreting analytical findings, problem solving, evaluating courses of action, and decision making on complex matters.
  • Proficiency with standard office systems and ability to operate related equipment including related software applications.
