Position Summary
BCIT’s Human Resources department is seeking a regular, full-time (1.0 FTE) HR Systems & Reporting Manager. The HR Systems & Reporting Manager provides a senior level of expertise to development of HRIS strategy and roadmap. Leads optimization of HRIS operations and services, including development of policies, practices, processes and standards; oversees all aspects of system maintenance and administration. Leads HRIS projects in collaboration with ITS, and oversees system security and access. Leads assessment of data, statistics, metrics, costing and other reporting requirements; oversees delivery of integrated HRIS solutions to meet business needs. Establishes customer service standards and practices, and ensures a high level response. Supervises HRIS & Reporting Administrators.
Duties & Responsibilities
KEY ACCOUNTABILITIES:

  • Supports the Director by providing a senior level of specialized expertise to department planning. Emphasis is on developing the HRIS strategy and roadmap, ensuring alignment with HR strategies and the Institute’s current and future business needs.
  • Leads optimization of HRIS operations and services. Develops and implements refined policies, best practices, and streamlined processes. Oversees system maintenance and administration and ensures HRIS system and data integrity.
  • Partners with ITS and Finances team to ensure HRIS strategy and roadmap align with broader plans for the Institute’s enterprise systems. Leads HRIS troubleshooting, configurations, enhancements, upgrades, implementations and all related projects in collaboration with ITS and Finance.
  • Oversees privacy and protection of employee information; advises on system security and access; liaises with ITS and the Privacy Office to develop and implement controls; maintains diligent access standards; ensures compliance with security and access protocols.
  • Leads assessment of data, statistics, metrics, costing and other reporting requirements, involving collaboration with HR and other business leaders and stakeholders. Oversees delivery of integrated HRIS solutions that fully leverage system functionality to address business needs.
  • Establishes customer standards and practices, ensuring a high level of customer response is maintained. Provides a senior level of expertise and advice when addressing the more complex, escalated issues, and coordinates response and solutions between multiple stakeholders.
  • Leads and engages in delivery of training and advice to HR staff and other HRIS users across the Institute, ensuring a clear understanding of system capabilities and all related policies, practices, procedures and standards. Also develops functional guidelines for system users.
  • Collaborates with HR Administration Manager on HRIS projects, maintenance, and testing. Provides technical advice and guidance to the HR Coordinator team on all aspects HR administration and data integrity within the HRIS environment.
  • Liaises with members of the Total Compensation team, and also engages with all other HR functions in the collaborative and integrated delivery of HR programs and services. Ensures others are alerted to emerging HRIS issues that may impact success.
  • Participates on task teams, committees and initiatives, providing a senior level of HRIS expertise and advice. Also participates in professional organizations and keeps current on HRIS developments.
  • Manages reporting staff, including selection, coaching, mentoring, development, performance management and all other people-management practices. Collaborates with Director on performance-related matters.
Qualifications
QUALIFICATIONS & REQUIREMENTS:

  • Completion of a post-secondary program in business systems or related discipline.
  • Minimum 5 years’ HRIS experience at progressive levels of responsibility.
  • An equivalent combination of education and experience may be considered.
  • Solid knowledge of the concepts, practices, standards and capabilities of HRIS.
  • Advanced communication, interpersonal, and customer service skills, with ability to provide clear explanations of policy and procedure, and to resolve escalated issues.
  • Ability to develop and maintain effective working relationships and exercise tact and diplomacy in dealing with confidential information.
  • Advanced analytical skills with ability to assess system-based customer requirements, identify the root cause of system problems, and fully leverage HRIS capabilities.
  • Solid planning and project management skills, with ability to engage in HRIS strategic planning, and lead system-related projects for HRIS upgrades, enhancements and implementations.
  • Solid leadership skills with ability to supervise reporting staff.
  • Advanced proficiency with standard office systems and applications, including expert knowledge of HRIS.
