Position Summary
BCIT’s Information Technology Services department is seeking a regular, full-time (1.0 FTE) Director, Enterprise Planning. This position provides strategic leadership to Enterprise Planning and IT Governance, ensuring the organization is optimized in the context of business transformation, portfolio management, program and project management, change management, client relations and communications, data governance and decision support. Develops strategies, plans, and policies that drive focus and prioritization for achievement of ITS goals. Acts as strategic advisor and collaborates with the Chief Information Officer (CIO), ITS management team, business partners and user communities on enterprise planning and governance matters.
Duties & Responsibilities
KEY ACCOUNTABILITIES:

  • Participates as a member of the CIO’s management team, providing input to development of ITS vision, and broad over-arching strategies and sharing responsibility for achievements and success.
  • Develops strategies, plans, standards and policies that drive focus and prioritization for achievement of ITS goals. Establishes the necessary standards, processes, tools and metrics to optimize ITS planning and governance and enable transformation of services across BCIT.
  • Acts as strategic advisor and collaborates with the CIO, ITS management team, business partners and user communities on enterprise planning and governance matters. Delivers reports, presentations and business cases on planning and governance challenges, initiatives and achievements.
  • Develops understanding of Institute’s environment and establishes strategic alliance with senior leaders, schools, and departments. Works with cross functional teams to understand their business needs and mandate and builds consensus with a focus on modernization of IT and associated services.
  • Provides strategic direction to business transformation and process improvement functions. Directs the preparation, review and consolidation of business cases and related budgets to support change initiatives.
  • Provides strategic direction to portfolio management, including project intake, work and resource planning, and related scheduling. Oversees Institute-wide enterprise business transformation and IT governance.
  • Provides strategic direction to project controls, risk management and benefits realization frameworks. Ensures risks are escalated appropriately. Collaborates with clients to articulate and track enterprise benefits.
  • Oversees strategic direction of change management, ensuring adoption is realized at the Institute. Works with executives and Institute leaders to understand their role in change success.
  • Supports Institute leadership in overseeing, managing and leveraging the entire life cycle of IT investments and initiatives to optimally achieve Institute goals and objectives.
  • Provides strategic direction and oversight to data governance and data management programs and initiatives ensuring frameworks meet the needs of the Institute. Provides strategic direction to decision support services including reporting and business intelligence.
  • Provides strategic direction to partner management and communications, implementing the necessary practices to facilitate engagement, and ensure IT strategies and plans reflect the needs of the Institute and its key partners. Also directs engagement with external partners, including strategic vendor and partner relationships.
  • Provides strategic oversight of business transformation financials and contract management, including all related analysis and reporting. Advises on necessary corrective adjustments to ensure financial and performance objectives are achieved.
  • Collaborates with IT Cyber Security Office to ensure security by design principles are adopted across program and project management.
  • Manages directly and indirectly reporting staff, overseeing and participating in selection, coaching, mentoring, development, performance management and all other people-management practices.
Qualifications
QUALIFICATIONS:

  • Bachelor’s degree in business administration or related field (Master’s preferred).
  • Minimum 10 years’ experience in IT and business/industry at progressive levels of responsibility, involving leadership, management of cross-functional teams, and influencing senior level management and key partners.
  • An equivalent combination of education and experience may be considered.
  • Expert knowledge of the concepts, theories, practices and techniques of IT strategy planning and governance, including portfolio and project management, business analysis, business transformation, client management and communications and performance metrics.
  • Broad knowledge of current and emerging technologies, technology directions and strategic application to business needs
  • Advanced business acumen and planning skills, with ability to establish processes and manage achievements against key metrics.
  • Experience in budget planning, financial management and resource management.
  • Excellent oral and written communication skills, including the ability to explain technology solutions in business terms, establish rapport and persuade others.
  • Excellent ability to build and maintain relationships with recognized experts, vendors and decision makers, and bring key partners together for collaboration and decision making.
  • Strong leadership skills and ability to manage a cross-functional team of reporting leaders and specialists; ability to communicate a vision that inspires and motivates staff.
